NTIS: Concept of the Clearinghouse, 1945-1979.

The functions of the National Technical Information Service (NTIS) and its predecessor agencies in serving as a central source for dissemination of federally funded scientific and technical research reports are examined in this paper. The primary emphasis is on identifying questions which need to be asked before any solutions to perceived problems can be found. Changes in the clearinghouse's emphasis and scope are contrasted with consistency of adherence to the original directives, and discrepancies between stated objectives and actual areas of concentration are noted. Administrative policies and constraints are considered in relation to their impact on NTIS and NTIS users, and the relationship between NTIS and the Government Printing Office (GPO) is also discussed. Appendices include more detailed information on collection growth and sales figures, thesauri, NTIS accession numbers, indexes and current awareness services, foreign order prices, product formats and delivery time, and NTIS/GPO collection overlap. A list of libraries with NTIS document collections and a bibliography are included. (Author)
