The operations of a free university are detailed in this manual. The first section gives background information on the funding, explains the design of the manual, and lists contributors to the guide. The second section on starting a free university includes chapters in areas such as models of a free university, community education programs, and a "communiversity" interest survey. The chapter on designing the class session explores the importance of planning ahead. The recruiting teachers section discusses keeping teachers, providing them with adequate information, and getting unique and creative class ideas. The production of an attractive catalog and catalog distribution are described, and separate sections explore registration and publicity. Evaluation, including sample evaluation forms, is described as is the selection and coordination of staff and the use of volunteers. Finances, including sample budgets and information on funds and fund raising is surveyed, followed by a section on identifying ways of obtaining free or inexpensive facilities. A public relations section explores community involvement, and a final chapter on management techniques considers such areas as reports, organization and program evaluation. Legal matters, rural and small town communities, learning networks, and special projects are also addressed.
