The report provides a general description of the Handicapped Children's Early Education Program (HCEEP) projects, abstracts of individual projects, and a means of identifying individual projects by location and common characteristics. After an introduction, the overview summarizes the activities of each of the five types of HCEEP projects - demonstration, outreach, state implementation grants, early childhood research institutes, and technical assistance centers. The major portion of the report is abstracts of each of the 215 HCEEP projects, which are arranged alphabetically by state and city within each of the five areas. Each abstract contains information on the agency, address, characteristics of the target population, the program for children, measures of child progress, the program for parents, staff development, and special features of the program (when applicable). Appendixes provide guides for locating information in the abstracts (such as handicapping conditions of children served, demographic characteristics of the target population, project activities) and supplementary information about outreach projects.
