Foundations of the Studies of Implementation: The Innovation and Research Sites. Technical Report No. 494.

This report focuses on two separate aspects of the longitudinal study of innovative instruction called Studies of Innovation. These aspects are the innovation being studied (the Instructional Programming Model of the Individually Guided Education Program) and the procedures used in selecting research sites. Following the introduction, Chapter 2 describes the innovation, presents the reasons for selecting it, and explains the procedure used to measure implementation. Chapter 3 gives a historical account of Individually Guided Education in the nation and in Wisconsin. Chapter 4 presents a rationale for site selection procedures and describes the sampling plan. Chapter 5 describes the 13 schools that have agreed to participate as research sites. (Author/JM)
