Experiences in prenatal life and early childhood that may cause personality disorders of criminal behavior in later life are examined in these proceedings of the Subcommittee on Childhood Experience as Causes of Criminal Behavior of the Standing Committee on Health, Welfare and Science. This issue, the thirteenth in a series of 19 hearings dating from November 1977 to July 1978, presents the testimony of Dr. Jerome H. Barkow concerning increased criminality among the Hausa, a Moslem people, in a village in Nigeria currently undergoing rapid socioeconomic change and capitalist development. Barkow's thesis is that, to reduce crime, change of the total environment of the child is required; change in all the sources from which the child learns values and acquires a sense of personal identity. Barkow suggests that personal pride in being Canadian should replace the envy, frustration and resentment which arises from social and economic inequities. Mr. Frank S. Graves provided testimony concerning violence among Canadians and the sexual abuse of children. An argument is made that day care centers, as well as adoption agencies, foster parents, child welfare agencies and children's aid socieites, severely burden children. Several myths related to incest and sex abuse are discussed. Committee members questions, Dr. Barkow's main points and Mr. Graves brief are included. English and French texts are provided.
