Performance Review of USOE's ESEA Title I Evaluation Technical Assistance Program.

The major focus of this review is on the performance of the United States Office of Education's (USOE) 10 Technical Assistance Centers (TACs). Information concerning the Technical Assistance Program, the Title I Evaluation and Reporting System (TIERS) and the methodology used for the review is also provided. Topics addressed include the selection of TAC contractors, operational policies, TAC activities, types and forms of assistance provided, support activities, staff organization, management and development, national system activities and coordination, monitoring, and costs. Various perceptions of the program held by persons affected by it or who affected it in some way are presented, including different views concerning the purpose, structure, operation and impact of this and other technical assistance systems. Alternative systems for delivering technical assistance are considered, and recommendations are made regarding the continuation, staffing, funding, and management of the system. Appendices provide information on the interviews and interviewees used in the review, a listing of related documents, an estimated breakdown of TAC effort and cost, technical issues surrounding the TAC models, characteristics of cooperating State agencies, and a background discussion about alternative systems for the delivery of technical assistance.
