The purpose of this handbook is to describe selected management tools useful to elementary and secondary school administrators. It attempts to provide the administrator with knowledge that will stimulate the use of these tools in an educational environment. It is intended to enable the administrator to direct educational programs to a productive and successful conclusion. Chapter 1 of the handbook describes the background and history of management tools. Chapters 2, 3, and 4 present three basic types of management tools: the Planning, Evaluation, and Review Technique (PERT); zero-base budgeting; and Gantt, milestone, and flow charts.
