Evaluation of Florida's START Center Programs.
Florida State Dept. of Health and Rehabilitative Services, Tallahassee.
The suburban or rural Short Term Adolescent Rehabilitation Treatment (START) Centers house 20 or 25 youths unable to cope with daily community involvement, yet not requiring institutional isolation or security. This program evaluation monitors the effectiveness of the START program. The report examines in detail the types of delinquent youth committed. Sex, offense, and number of commitments appear to be key factors relative to the type of youth best served by the program. A considerable increase in expenditures occurs when transfers are made. The evaluation advises increased attention in placement, more effective handling within the program, and credit for time spent and goal achievement. Aftercare and recidivism data provide little additional grounds for criticism of the program. (Author/LS)
