Improving State Vocational Education Planning. A Manual for Developing State Plans. Final Report.

This report describes the development and effectiveness of a manual created for use in developing state plans for vocational education. The task of developing the manual involved six kinds of activities, including the selection and use of an advisory committee, utilization of a technical review panel, and assessment of the manual. Topics covered in the manual as finally approved include the following: the need to improve state plans for vocational education, the planning process, planning for the preparation and submission of state plans for vocational education, and using employment data in vocational education planning. Pre- and post-tests on the manual's contents were given to two groups of nine persons. One group consisted of staff members from two state divisions of vocational education, while the second was composed of local vocational education directors and planners. The results showed that both groups made significant gains in their knowledge about state plan development after reading the manual.
