Representatives from the House of Representatives, American Youth Hostels, Inc. (AYH), the Council on International Exchange, Amtrak, the National Association for Foreign Student Affairs, Trancare, Inc. of Maryland, and the East Coast Bicycle Congress testified in favor of H.R. 13557 at the August 14, 1978, hearing in Washington, D.C. H.R. 13557 was proposed to provide grants administered by AYH to renovate existing structures and construct four new structures for use as youth hostels in order to further the development of a national system of youth hostels and increase the opportunities for outdoor recreation and educational travel. While in support of the bill, the representatives of Trancare voiced concern regarding the possible monopolistic control of AYH, exclusion from financial controls for the corporation, and discrimination based on fee variance for members and non-members of AYH.
