An Assessment of Current and Potential Capacity of Schools of Education with Recommendations for Federal Support Strategies.

An extension and re-analysis of data obtained in a national study of knowledge production and utilization in schools, colleges, and departments of education (SCDEs) brings together a picture of the current effort being made by SCDEs in dissemination and utilization (D&U). Ninety-two masters level and doctoral SCDEs were assessed with regard to the mission of the SCDE in D&U, the organizational arrangements made by the SCDE in support of D&U, evidence of faculty involvement with activities or processes associated with D&U, and the resultant products of D&U activity in the SCDE. Likely responses of SCDEs to four generic federal intervention strategies in D&U (training grants, capacity building grants, networking grants, and comprehensive dissemination system grants) were generated from the interaction of four sets of variables: the characteristics of the federal interventions, the current involvement of SCDEs in D&U, contextual characteristics of SCDEs, and external impact factors which are currently affecting SCDEs. These predictions were used to formulate a set of recommendations for effective support of D&U capacity in SCDEs. Recommendations were made for each intervention and a set of start-up points for a federal program supporting D&U in SCDEs. (Author)
