Specific responsibilities include: meeting the City's economic and manpower needs; serving the social and economic needs of the committees; attracting to the university and to the City invaluable research and technical resources; serving the cultural needs of the City, its communities, and its people; providing to the university access to all qualified students; providing opportunities for a quality higher education and a variety of programs to meet the diverse needs, interests, and career aspirations of its students; carrying out its responsibilities at the lowest possible cost to the taxpayer; and assuming and carrying out its responsibilities to the City and its people only as one integrated and autonomous city institution.
