Effectiveness of Externships for Counselors in the World of Work. Final Report.

A project was conducted to strengthen the existing occupational guidance program in the St. Bernard Parish middle and high schools in Chalmette, Louisiana. Eight externship counselors were placed into a rotating externship with key businesses, industries, and trades within the surrounding communities so that a closer partnership could be established between the schools and the world of work. The performance of these counselors was studied in comparison to the performance of a group of counselors who did not participate in the program. Expected outcomes of the project included more opportunities for career exploration at the middle schools and enhanced job placement services at the high school level. Major evaluation findings indicated that (1) excellent externship sites were located and used, (2) participating counselors and extern site personnel responded very positively toward project activities, (3) participating counselors made significantly greater gains on a survey instrument measuring the extent services were provided students than did the comparison group, and (4) students counseled by participating counselors did not make any greater gain on a needs assessment questionnaire than did students counseled by non-participating counselors. The project was considered effective in developing a partnership between the schools' guidance programs and the world of work and in changing perceptions of participating counselors but not as effective as desired in changing the perceptions of the students counseled. It was recommended that the experimental design measuring the effects on participating students be improved. (Author/BM)
