Presented in this report is a study of the North Carolina school finance system and related areas and recommendations for assuring more equitable financial support for an equal educational opportunity for every child in the State. An overview of the Commission's study is provided. Certain aspects of the public school system in North Carolina are compared to the systems in other States. The status of teachers, particularly teacher quality, and the status of various educational programs throughout the State are examined. The calculation of average costs, added costs, and cost indices for each program area are presented. Alternative measures of fiscal capacity and the degree to which they would effect equalization aid are analyzed. The development of a fixed-level equalization program that would meet both educational needs and program costs is discussed. Recommendations are outlined for each of these areas. Numerous tables list statistical data gathered during the study. (Author/EB)
