As part of a larger study, volume I of this report describes the results of analyses of the extent to which Emergency School Aid Act (ESAA) program grants and grant funds have been focused on school districts with desegregation-related needs. Also described is the extent to which the Act, regulations, and program processes influence the focusing of grants and funds. Volume II of this report presents findings concerning the influence of program operations on the focus of ESAA projects and activities, and findings concerning the relationship of projects to the desegregation-related needs of grant recipients. Data provided in this volume were derived from case studies in 22 school districts across the nation. Summaries of this data rea presented in a separate appendix. (Author/EB)
