Quality, the Endless Frontier. A Role for the Federal Government in Education.

This paper lists a series of topics that should be considered by the federal government in formulating its role in the provision of quality alternatives to the educational materials now available. The outline focuses on the following: (1) the topics that need attention; (2) pedagogic media and styles; (3) to whom education is directed; (4) basic assumptions about people who might be involved in reform itself; (5) research methodology; (6) the numbers associated with education, including finances, enrollment, and rates of change; (7) aspects of funding, management, administration, distribution, and the institutions that can play the most important roles. Appendixes provide a number of letters written concerning the above topics and the actions of the National Science Foundation. (DS)
