Establishment of Instructional Planning and Management Information Systems to Monitor the Education of Exceptional Children.

The dissertation describes the development and implementation of an instructional planning system designed to establish accountability in instructional planning and student learning in special education programs. The author explains that identification and articulation of baseline assessment data in areas of instructional needs, with goal areas time-referenced, measureable performance objectives specified, characterizes the basic format used for instructional planning. It is reported that multidisciplinary school-site teams were established to participate in the development of instructional plans and to review and determine the progress made by each student on at least an annual basis. Much of the document is appendixes, such as instructions for a local education agency application for funds under Public Law 94-142, the management information system status report and recommendation, and the Marin county management information system procedural guide.
