The primary research goal of the Pennsylvania Department of Education is to help solve problems stemming from recent changes in education. The purposes of this publication are to distribute research products in a consolidated format, to share experience and knowledge with other state agencies, and to encourage the use of research findings as a means of improving education. Chapters 1 and 2 describe administrative, policy, and fiscal studies done at the request of policy-makers. Chapter 3 summarizes project evaluation research at the state level. Instrument development and evaluation of student performance are emphasized in Chapter 4. Chapters 5 and 6 deal with ongoing services provided to other Pennsylvania Department of Education bureaus, offices, or agencies in development of educational programs or in formulation of educational plans such as the master plan for Pennsylvania higher education.
