Developing and Implementing an Administrative Training Program: Hiring School Personnel.

This training program, developed and implemented by administrators and personnel specialists, provided administrators in the Dade County Public Schools with skills needed in personnel hiring. In developing the program, consideration was given to the administrators' identified needs, relevant literature, interviews with employment specialists, research on existing employment practices and training strategies, and programs in operation throughout the country. The training program provided administrators with opportunities to acquire skills in developing job descriptions, preinterview screening, interviewing, and personnel selection. Emphasis was placed on the importance of efficient data collection, objectivity, and judgmental skills. To determine effectiveness of the program, a list of observable criteria was developed to determine whether participants had developed the skills being taught. At the close of the program, 90 percent of the participants were able to develop a satisfactory job description. One hundred percent of participants satisfactorily utilized screening devices to establish lists for interviews. Ninety percent satisfactorily designed employment interviews. Eighty-five percent satisfactorily applied employment criteria to data on individual interviewees. Ninety percent of the participants satisfactorily conducted postemployment interviews. Also included are a selected bibliography, a survey of personnel employment procedures, the personnel directors' rank order of employment criteria, and the manual used in the training program.
