Four articles on school desegregation are collected in this booklet. "State Leadership In School Desegregation" offers advice on how States can accomplish desegregation and high quality education. "A Policy Statement On Urban School Desegregation" advocates State standards of equality, equity, and excellence in order to shift the emphasis from desegregation to improvement in learning. "State and Local Responsibility for Promoting Learning Environments of Equity and Equality: A Conceptual Analysis" presents a conceptual framework for allocating responsibility for desegregation between State and local government. "The Case for Metropolitan Approaches to Public School Desegregation" stresses the important role of the State government in making possible the transition to metropolitan school desegregation.
