This report describes the second phase of a teacher learning cooperative project designed to coordinate the economic, physical, and human resources of a number of small elementary school districts in California and the Marin County Superintendent of Schools Office. Whereas the first phase dealt with the formation and implementation of the cooperative, the second phase was designed to remedy the organizational weaknesses of the original framework, and further refine the established structure. The report emphasizes those processes and strategies that are central to the development and implementation of professional growth at the elementary school level, and stresses evaluation and solution of problems. This second volume provides appendices of information about the program including attendance reports, minutes of meetings, county by-laws, evaluation forms and questionnaires, and other descriptive materials.
