A description of the growth and development of the New York State Interlibrary Loan Network (NYSILL) from its inception in 1976 to its status in 1977, is followed by discussions of the various aspects of the network, reexamining its ability to meet its objectives and proposing recommendations for improvement. These discussions include (1) the structure of NYSILL and its relationship to other networks (e.g., Ohio College Library Center, OCLC); (2) direct regional access to NYSILL referral libraries; (3) document delivery alternatives; (4) NYSILL subject referral libraries; (5) NYSILL and copyright; (6) future automation of NYSILL; and (7) teletype access to NYSILL. The recommendations are presented at the end. Two appendices provide the Cornell direct access proposals, the NYSILL Task Force by-pass proposal, the Greenberg direct access proposal, and a memorandum on planning for an expanded teletype access to NYSILL.
