This document is a draft of a proposed city of Portland, Oregon, school policy. Four themes run through the document: (1) neighborhood revitalization, (2) best use of public facilities, (3) greater efficiency in human services, and (4) the best use of public funds. In particular the policies address questions of equal access to education, school closures, facility sharing, parks and recreation, safety, the arts in education, human services, youth employment, and general city services. This document is the first major definition of the city's relationship with the city's school district and other educational institutions in the city. Each chapter discusses goals, policies, background, and sample programs, and the appendices list the city's response to school closures, school crossing lanes and safety patrols, and the public schools' goals of education.
