School Planning Evaluation Communication System. Consultant's Manual.

This manual is intended to assist facilitators helping educational organizations plan and implement the School Planning, Evaluation, and Communication System (SPECS). The first section describes each component of SPECS and includes information about documents and data necessary for implementing the system. Section Two provides actual activities to be used in beginning implementation of SPECS. This section includes one district's master plan and suggestions for developing such a plan. The third section includes an outline for an orientation workshop, a checklist for the consultant, and a sample workshop evaluation form. A matrix chart listing SPECS materials and their use and intended users is also included. This third section also contains SPECS materials as modified by school personnel and a set of SPECS terminology designed to ensure that the consultant and organization personnel are using the same terminology. Section Four contains tips about what to do and what not to do that were gleaned by the development team during the field test. The final section presents ideas from consultants and field-test site personnel present at the final SPECS field-test conference. (Author/JM)
