A project was conducted to design and implement an educational delivery system that incorporated both assessment and instructional services for adult basic education (ABE) exceptional learners in an urban adult learning center in New Jersey. Two areas were considered of priority in developing the project design: the development of an assessment and remediation model for learning disabilities in functionally illiterate adults and the development of innovative approaches for meeting the needs of adults with learning disabilities. The project consisted of four main components, each addressing specific goals, as follow: educational assessment, educational programming, staff development at the learning center, and project evaluation. Thirty-one students participated in the ABE program which was offered both during the day and evening. Initial assessment tests and posttests were administered to gauge process dysfunctions related to basic skills education. At the end of the project it was concluded that needs exist in the following areas: (1) developing valid and reliable instruments specifically designed to assess adult exceptionality; (2) increasing instructors' competencies in teaching strategies suited to exceptional adults; and (3) developing a national master plan and state plans to meet the educational needs of this population group.
