Community Planning--A Model for Interparochial Urban Education.

In this thesis, the problems of designing interparochial educational plans (specifically a plan for the Catholic schools of Oakland, California) are explored. A general overview of Catholic education in the United States is given, along with the history of urban education in the Diocese of Oakland. The physical plants, minority enrollment, academic achievement, and finances of four parish schools in Northwest Oakland are described. Performance and process objectives of these schools are assessed to identify problems and needs. Suggestions are made for problem solving techniques, and recommendations concerning policy changes and changes in evaluation methods are offered. Numerous charts and tables illustrate the findings.
