This book looks at major issues in day care and child care services from an international perspective, argues for a national child care policy, and makes recommendations for action. The first two chapters provide the context for the current issues in child care in terms of the history of child care, the need for child care outside the home, the nature of and changes in American family life, and the idea that child care should be educational, not merely custodial. Chapter III discusses the potentially conflicting goals of day care for parents, children, and society. Chapter IV identifies the different forms child care can take, including in-home care, and the advantages and disadvantages of each. Chapter V describes the Latin-European, Scandinavian, Socialist, and Anglo-Saxon Models of child care with an eye toward their possible application to the American setting. Chapter VI analyzes the problems which arise from the fragmentation of administrative and organizational responsibility and draws implications for the delivery of child care services. Chapter VII deals with differences among day care programs in size, organization, and staffing, and surveys the opinions of professionals on these issues. In Chapter VIII there is a comparison of existing programs along a number of dimensions, e.g., individual or group orientation, at the levels of both general approaches and specific goals. Chapter IX presents the authors' conclusions and recommendations for a total national child care policy. A bibliography and photographs of child care facilities and activities around the world are included. (BH)
