The report presents results of a survey of Montgomery County (Pennsylvania) Intermediate Unit 23 special education staff (supervisors, master itinerant teachers, teachers, clinicians, therapists, psychologists, social workers and instructional aides) regarding problems with individualized education programs. Problems and solutions found from open-ended surveys are summarized by 12 program areas: educable mentally retarded, hearing, learning and adjustment, learning disabilities, physically handicapped, severely/profoundly mentally retarded, trainable mentally retarded, gifted, speech, vision, aides, and social workers. Recommendations are made for financial reimbursement or compensatory time benefits for staff to fulfill increasing responsibilities associated with P.L. 94-142, the Education for All Handicapped Children Act. The bulk of the document is composed of appendixes, including a sample survey form, impact sheet form, and edited comments arranged by program. (CL)
