This document describes aspects of the Small Area Forecast (SAF) process, from the preparation of policy alternatives to measures to provide for evaluation. The three principle areas discussed are: (1) the six alternative sets of public policies which might be followed in the Southeast region of Michigan for meeting population needs in the areas of employment, education, housing, land use, and holding capacities between now and the year 2000; (2) the forecasts of households, population, employment, and land use at the small area level through the year 2000 which flow from the policies; and (3) fiscal and environmental impact measures for each of the forecasts which permit evaluation of policy outcomes.
