Programs for Parents and Their Children in the Prenatal-Through-Three Age Range: A Child and Family Resource Program Guidance Paper.

This paper presents guidelines for family support programs prepared for the Child and Family Resource Program (CFRP) and other child development programs. Section I contains a brief description of the CFRP philosophy, a listing of CFRP's long range goals, detailed objectives/minimum performance standards for implementing each of these goals, and identification of areas in which staff training should be provided. Section II presents information related to developmental stages of child growth including: (1) guidelines for assessing social/emotional, cognitive, language and physical development in children up to age 3; (2) discussion of the influences in home/family life which directly affect development of children from birth to age 3; and (3) a listing of developmental goals for children at 5 years of age. Section III contains a selected bibliography intended to provide background reading for early childhood research and program planning. (JMB)
