The guide, most of which consists of appendixes, forms, and formats, is an introduction to the process of developing individualized education programs (IEPs) for handicapped, gifted, and talented children in the state of Pennsylvania. Instructional components of the IEP are discussed in terms of annual goals, short-term objectives, and determining present educational levels. Some special considerations in IEP plan preparation are reviewed. Procedures for determining educational assignments and developing IEP plans are presented. Among the eight formats and forms provided are a request for permission to evaluate, a due process notice, and a pre-hearing conference response. Sample IEP plans, a bibliography of instructional objective sources, and quidelines for the preparation of teacher-written objectives are appended. (DLS)
