This is the first of a two-part report on a study examining the relationship between effective school-community relations and student achievement. The research represents a case study of the school-community relations program of an inner-city school serving a population of 628 black students. An interview protocol was developed to gather the perceptions of 65 parents of students in grades 4-6 regarding effective school-community relations in five areas--communication, involvement, participation, resolution, and access. This portion of the report contains a review of related literature and research, a discussion of the research methodology, and the case study. (Author/IRT)
