Improving Board Effectiveness: A Review of the Literature and a Proposal.
This study is divided into two parts. The first part is an overview of the literature on boards. This includes consideration of boards of directors of business corporations, of school boards, and of social service boards. The review assesses this literature in terms of its relevance for improving social service boards. Also included is a detailed review of literature directly related to the improvement or training of boards of directors. Methods and materials are discussed. The second part of the report makes some suggestions about the kinds of programs that might be effective and gives some proposals for further action. Six models of board training are suggested--special seminars; retreats for a single board; institutes for board chairmen, executive directors, or board members; the provision of self-study materials and ideas; short-term consultation; and long-term consultation.
