In this Congressional report, the child nutrition amendments of 1978 are described in terms of their legislative history, inflationary impact, and present revisions. The reasons and provisions for extending and expanding certain child nutrition programs under the National School Lunch Act and the Child Nutrition Act of 1966 are explained. Reasons and standards for extending the special supplemental food program for women, infants, and children (WIC) through fiscal year 1982 are described. All terminology used in the Bill (H.R. 12511) is defined. Appropriations authorized for nutrition education and training are explained, and opposition to mandating breakfast programs in schools in low income areas is recorded. (WI)
