The Reality-Based Evaluation (RBE) Portfolio was produced to assist postsecondary educators in the conduct of local program evaluation efforts. The content of the portfolio is not subject-matter specific in order to be applicable to the widest variety of educational programs and projects. The rationale and model for program evaluation as it relates to student and personnel performance, procedures and processes, services and products, and instructional strategies and materials are outlined for the pre-evaluation, clarification of objectives, data collection, and interpretation phases of the process. Standards in areas of evaluation objectives, criterion measures, judgments, and recommendations are also considered, and suggestions are given for adapting the RBE process to new and existing programs, and to service programs. Other topics include justifying the program, defining program objectives, evaluation techniques and instruments, the evaluation report format, and the role of the financial analysis. Evaluation design materials are included, and orientation procedures are discussed. Three case studies, demonstrating the use of RBE for program, course, and project evaluations, conclude the report.
