Federal and State Impact on Citizen Participation in the Schools.

This report is part of a research study on citizen participation in educational decision making. Data are drawn from: (1) interviews with school administrators, school board members, teachers' union representatives, members of the media, political figures involved in educational issues, officers and members of citizens' organizations, state elected officials and foundation officials; (2) a computer search of relevant literature; (3) conventional sources of data for Federal and State court cases; and (4) questionnaires. Individual papers in this report focus on Federal impact, State legislation, judicial activism, and school desegregation, all in relation to citizen participation. The papers are indexed and abstracted separately (see UD 018 792-795). (GC)
