The handbook is designed to inform members of New York's Committee on the Handicapped regarding their responsibilities as advisors on the following issues: classification, evaluation, and educational programs for handicapped children; reevaluation of handicapped children; annual reports on the status of each handicapped child and of services; program and service evaluation; maintenance of a register; and due process procedures. In addition to a brief history of the state committee, suggestions are presented on committee organization and member roles. (CL)
