Instruments for the Evaluation of Vocational Teacher Education.

To evaluate vocational teacher education as comprehensively as possible, a model was developed which is applicable statewide, based upon the primary delivery system of public institutions of higher education, inclusive of the three major missions of vocational teacher education (instructional services, research and development activities, and service activities), and based upon expectations for vocational professional development. Within the model, each of three mission areas is described in terms of goal statements which require objectives to describe how vocational teacher education programs will achieve a particular goal. Operationalization of the objectives in measurable terms is provided through process and product criteria which specify the basic components of an objective. The instruments contained in this manual were developed to encompass all the criteria statements and correspond to the process and product criteria. While the process instruments are intended for use by the institution's faculty for self-study, the eleven product-related instruments are designed for use by individuals outside the institution, such as state and national service agencies, research students and faculty, and other users of research and development products. (The manual provides copies of and directions for the instruments as well as a brief literature review and bibliography of evaluation systems for vocational teacher education. The appendixes include a diagram of the evaluation model, and outline the goals and objectives for the three mission areas.) (ELG)
