The paper provides guidelines, in the form of 11 steps, for developing a program for gifted and talented students. A developmental model is presented in conjunction with a narrative which outlines ways to implement the model. Sections cover the following components: awareness, commitment/philosophy, information gathering, screening process, resource assessment, program planning, board approval, identification/selection, program initiation, evaluation, and expansion.
