The Analysis of State Administration of Title I.

This survey was conducted during the 1975-1976 school year, in order to provide a description of the nature and extent of services provided for compensatory education by school districts using Federal Title I funds and/or State funds. Information in three broad areas was sought: fiscal, compensatory education practices, and recipient descriptions. The key questions addressed in the study were: (1) What is the variation in how States administer Title I, and what difference does the variation make: (2) What are the factors that account for the differences? (3) What are the policy implications that Congress should consider for strengthening the program? State Title I directors were surveyed and a case study of local educational agencies and state administration in 8 states was also conducted. Statistics are provided in this report on the extent and costs of district compensatory education programs, the number of students receiving services, and the nature of instructional services offered.
