Accounts of open education programs from countries in Asia and Oceania are presented. Section one introduces the topic of open education, suggests a definition, discusses problems of access to educational opportunities, relates open education to higher education, and describes some open education techniques in training systems. Section two discusses open education experiences in Australia, Bangladesh, Iran, Korea, New Zealand, Pakistan, Papua New Guinea, the Philippines, Sri Lanka, Thailand, and the USSR. Section three offers six essays which explore aspects of specific programs. These include an open learning system for rural development, correspondence study of nutrition in the Philippines, university education by correspondance in Burma, self-instruction in universities, and open learning systems for university staff development. Another essay examines the relationship between educational technology and open education. Section four is a bibliographical supplement containing 207 annotated citations about open education in specific countries and universities within Asia and Oceania. (AV)
