In response to the New Jersey Supreme Court ruling in Robinson v. Cahill, New Jersey has legislated a definition, a funding formula, and a governance structure for the "thorough and efficient" (T & E) system of education called for in the state constitution. The state board of education refined these laws into an administrative code that must be followed by all local boards of education in the state. This document provides materials that may be used by local boards as an aid in conforming to these new regulations. Among these materials is a report on T & E and the school board's role in curriculum written by Glenn H. Tecker. Appendices to the Tecker paper include a reprint of a general discussion of the effect of T & E on school boards as presented in "Update," a publication of the New Jersey School Boards Association.
