This descriptive paper of the U.S. Office of Education Alcohol and Drug Training and Resource Center Program represents the first, general documentation of the program. It is meant to be an overview, discussing premises and working assumptions, training strategies, and the management of the program. The writer's experiences in the national office of the program have formed the framework and perspective through which information collected from other sources was filtered, chosen, and organized. These sources include works of personnel in the National Office and Training Centers, literature from other U.S. Government agencies, and studies in education, human development, and school systems change.
