A Comparative Analysis of ESEA, Title I Administration in Eight States.

This report is a comparative analysis of the administration and implementation of Elementary and Secondary Education Act Title I programs in 32 local school districts in 8 states (un-named). The goal of the study was to explain and understand the major and diverse aspects of administrative behavior at the three levels of Title I program management responsibility--Federal, State and school district/school building. Efforts were made to: (1) determine the nature of State administrative policy and practice; (2) analyze the factors influencing different State Title I administrative policies and practices and the consequences of such differences for local Title I administration; and (3) suggest appropriate future strategies encompassing possible changes in Federal Title I legislation, guidelines, and administrative procedures. Topical areas of Title I administration were separated into two broad categories: the funds allocation issues and the program development issues. Suggestions are offered for enhancing Federal impact on compensatory education for disadvantaged children. (Author/AM)
