This report was prepared for inclusion in New York City's application for a CETA (Comprehensive Employment Training Act) Title III program for persons with limited English speaking ability. Utilizing data from the 1970 national census, information is given on the racial/linguistic background of New York City residents compared to the United States population; place of origin of some of New York City's immigrant population; mother tongue of some of New York's population compared to national totals; and immigration and geographic mobility of the population between 1965 and 1970. The report then goes beyond the statistics to examine some of the problems, including employment needs, which face minority groups. (MC)
