The paper presents an outline of an international research and demonstration project designed to evolve a paradigm for community services for severely retarded adolescents and adults in the State of West Bengal, India. It is explained that the program's special feature is to provide a community setting in all spheres of activities, so that the problem of institutionalization which is plaguing some of the advanced countries may not arise in India.
