The paper deals primarily with the components of culture that preclude rejection of developmentally disabled persons with a view toward minifying these attitudes in the future. Reviewed are such components of culture as democratic ideals, religious factors, economic factors, and educational practices which foster negative attitudes toward the handicapped. It is concluded that society should internalize the functions that retarded people can contribute to the whole order of society. (Author/SBH)
