The statewide (Maryland) educational accountability plan described in this report was adopted in 1973 and called for the development and establishment of the following: statewide goals in reading, writing, and mathematics; local goals and objectives in each of 24 school systems in conformance with state goals; a comprehensive and uniform statewide testing program; procedures for collecting data on student, home, community, and school characteristics; and a method whereby school systems would report test results and other information to the state. This summary report for the school year 1975-1976 defines accountability in the context of the state accountability act, outlines the scope of the statewide program, presents accountability assessment information on both the state and local school systems (by county), describes the purpose, scope, objectives, and rationale of the process evaluation, and reports on the program's financial and accounting procedures. Numerous tables and charts illustrate the report and six appendixes contain a copy of the Accountability Act; a list of the goals for reading, mathematics, and writing; the Maryland State Board of Education Resolution; and information on standardized testing and test results.
