The Response to Educational Needs Project (RENP) is a federally supported compensatory education program. In this paper the following questions are addressed: (1) Is the Response to Educational Needs Project (RENP) worth Federal support? (2) Would the Federal government be better able to achieve similar educational objectives by supporting other programs? (3) Can local education agencies use their Title I dollars in ways that are more effective than supporting RENP? RENP is described and other programs are compared with it. Basic assumptions underlying a cost effectiveness analysis are discussed and data are presented. Conclusions are drawn about the effectiveness of educational strategies in programs with different cost structures. (Author/MC)
