A Community Planning Guide to Weatherization.

This publication of the Community Services Administration is a guide for Community Action Agencies (CAA's) programs for home energy conservation. CAA's involved with renovation of dwellings in poor and depressed areas are given in this guide and step-by-step instructions for administering their weatherization programs. Contents include: (1) a discussion of the problem of low income dwelling weatherization; (2) purpose of the guide; (3) overall guidelines for weatherization programs; (4) requirements and recommendations for the projects; (5) problems that need to be handled from the outset; (6) planning the work on individual houses; and (7) important considerations prior to implementation. Tables include: (1) heating index; (2) optimal combinations of energy conservation techniques by heating index; (3) R-valves and inches, approximate conversions for various kinds of insulation; (4) assumed materials cost; and (5) cost estimates. Forms for building weatherization plans are among the appendices. Although this publication is intended for CAA's, the approach of a building weatherization plan and the methods for realizing such a plan as presented in this guide could well be used by individual homeowners and landlords as well.
